About the program
Since the Plomin hard fork, Cardano's treasury can only be spent through treasury withdrawal governance actions under CIP-1694. Anyone can submit one, naming the amount and the stake address to be paid, and every ecosystem budget, including new Project Catalyst funding, now goes through this route.
A withdrawal passes when DReps holding 67% of the active voting stake approve it and the Constitutional Committee finds it constitutional. It is ratified at an epoch boundary and the funds move at the next one. Submitting an action needs a 100,000 ada deposit, which is refunded after the vote.
Most approved withdrawals are paid through an administrator such as Intersect, which signs a legal contract with the vendor after KYC or KYB checks and releases payments by milestone through a smart contract. This route suits mature projects and shared infrastructure rather than small or early-stage work, which cardano.org points to Catalyst or hackathons.

Funds move from the treasury one epoch after ratification.
